US Licensing LIVE Rabies Based EBOLA Vaccine, Preps Pandemic Quarantine Stations

Just in time for the most recent outbreak of Ebola in Africa, which potentially has already spread into North America via Canada, the National Institute for Health is licensing a Rabies based Ebola vaccine produced by Exxell Bio.

"trivalent filovirus vaccine based on killed rabies virus virions for use in humans to confer protection from all medically relevant filoviruses and RABV. Two additional vectors containing EBOV Sudan GP or MARV GP are planned to be constructed in addition to the previously developed EBOV Zaire GP containing vaccine. Live attenuated vaccines have been developed for use in at risk nonhuman primate populations in Africa and inactivated vaccines have been developed for use in humans."

Basically, what they have done here is taken the Rabies virus and altered its exterior coating to contain Ebola proteins. So if all works as planned, the person vaccinated is protected from Rabies and Ebola. Or course such things often have unintended consequences, we'll make a wager that giving live attenuated Ebola modified Rabies vaccines to wild non-human primates in Africa may result in some unusual and deadly selection pressures.

These efforts seem to tie in with recent government contracts to increase capacities at CDC Quarantine Stations located throughout the country. In similar regard, the government has also laid out its plans to reimburse people from injuries caused by governmental Pandemic actions. All these actions are tied in with a large Federal effort to mitigate the impact of a Zero Day Pandemic Exploit. (see sources below)

Of course the frequency of visitors is having some effect and the adminstration has once again extended the deadline for enrolment as long as participants are in line today. Perhaps, Obama should ask the HFTs how they cope with the volume?

As Bloomberg reports,, the federal website for Obamacare, faltered for the second time today as a record number of people tried to buy health insurance on the last day of enrollment for 2014.
Starting about midday New York time, users weren’t able to create new applications because of the number of people trying to use the website.Visitors to the health insurance exchange are being directed to a queuing system that asks them to provide an e-mail address so they can be contacted when traffic slows.

"There are a record number of people trying to access right now -- more than 100,000 people concurrently in the system as of noon,” Aaron Albright, a spokesman for the U.S. Centers for Medicare and Medicaid Services, said in an e-mail. “The application and enrollment tools are unavailable to new users at the moment. The tech team is working to resolve the issue as quickly as possible. Users already in system remain able to complete enrollment.”

The agency pulled the website out of service earlier today after a software bug was discovered during the 1 a.m. to 5 a.m. regularly scheduled maintenance of the site.
We also remind those excited about a few hundred thousand enrollees on the last day that these are merely adding the healthcare to their 'Carts' and not actually paying for it yet...remember the average e-commerce shopping cart abandonment rate is 67%.

As we noted last night, French President Hollande's first election since his gaining power was not going well for the ruling Socialist people. The municipal elections, especially in the South of the country, saw victories for the far-right National Front (FN) party (which is specifically anti-immigration and anti-Europe and often accused of being racist, anti-Semitic, and anti-Muslim)as widespread disappointment with the Socialist Party was clear. However, as The Mail reportsriot police were called in several towns on the south coast to guard the winning right-wing party's offices as "demonstrators are trying to get at the Front representatives and starting fights." Riot police were also out in force in other parts of the country as anti-fascist demonstrators threatened FN candidates with violence.

Frejus and nearby Beziers are now expected to have National Front (FN) mayors sworn in, along with around five other towns, following a nationwide drubbing for President Francois Hollande's Socialists.
Riot police were also out in force in other parts of the country as anti-fascist demonstrators threatened FN candidates with violence.
Fights started outside French town halls tonight as they came under the control of the far-right National Front for the first time following dramatic gains in local elections.
'Demonstrators are trying to get at the Front representatives and starting fights,' said a police spokesman in Frejus, the picturesque Mediterranean town which is hugely popular with British tourists.
David Rachline, who is expected to become the FN mayor of Frejus, is a former head of the party's youth movement, and still just 26.
Mr Rachline said: 'The political establishment has failed the people - it has ruined the town and filled its pockets.
'You can't talk about a protest vote any more - the Front's scores show that people are backing its ideas.'
In a deeply humiliating blow for the Socialist government, finance minister Pierre Moscovici was unseated from the town council in Valentigny in the Doubs department.
The FN took 50.26 per cent of the vote in the northern town of Henin-Beaumont last Sunday, giving it an instant majority and meaning it already has its first mayor there.
As polls closed in the two round municipal elections tonight the FN said it was on track to claim 1,200 municipal council seats.
'We have moved on to a new level,' said Ms Le Pen. 'There is now a third major political force in our country.'
Mr Hollande's response to the expected nationwide drubbing is said to be a major reshuffle, replacing Prime Minister Jean Marc Ayrault with Interior Minister Manuel Valls.
Which, we are sure, will make all the difference. It seems socialism is not popular these days...

THE HAGUE, Netherlands – The International Court of Justice on Monday ordered a temporary halt to Japan’s Antarctic whaling program, ruling that it is not for scientific purposes as the Japanese government had claimed.
Australia had sued Japan at the U.N.’s highest court for resolving disputes between nations in hopes of ending whaling in the icy Southern Ocean.
Reading a 12-4 decision by the court’s 16-judge panel, Presiding Judge Peter Tomka said Japan’s program fails to justify the large number of minke whales it says it needs to catch under its current Antarctic program – 850 annually – and it doesn’t catch that many anyway. It also didn’t come close to catching the 50 fin and 50 humpback whales it aimed to take.
All that drew into doubt Japan’s assertion that its whaling is for scientific purposes, he said.
“The court concludes that the special permits granted by Japan for the killing, taking, and treating of whales … are not ‘for purposes of scientific research’,” Tomka said.
The court ordered Japan to halt any issuing of whaling permits at least until the program has been thoroughly revamped.
Japanese Foreign Affairs Ministry spokesman Noriyuki Shikata told reporters that the country “regrets and is deeply disappointed” by the decision.
But “as a state that respects the rule of law … and as a responsible member of the global community, Japan will abide by the ruling of the court,” he said.
Former Australian environment minister Peter Garrett, who helped launch the suit four years ago, said he felt vindicated by the decision.
“I’m absolutely over the moon, for all those people who wanted to see the charade of scientific whaling cease once and for all,” Garrett told Australian Broadcasting Corp. radio. “I think (this) means without any shadow of a doubt that we won’t see the taking of whales in the Southern Ocean in the name of science.”

According to Boeing’s super secret development company Boeing Phantom Works and the Federal Government, you can not handle the truth! It refers to the Safety of Flight in ”Fly by Wire” (FBW) Aircraft.  What is a Fly by Wire Aircraft you ask? Well simply put it is an aircraft that is flown by electronic signals rather than by cables or hydraulic systems.
With the loss of Malaysian Air Flight 370, there has been a lot of speculation concerning the possibility of an electronic take over of the aircarft. Authorities have either evaded the questions or denied that there is the ability for the aircraft to be electronically hijacked.
Electronic flight controls systems have been used in commercial aviation for more than 40 years. With the introduction of the Concorde, the use of electronic systems (with mechanical backups) to manipulate the hydraulic controls used to fly by wire started the revolution on flight control. Digital systems were first used in the Airbus 310 where digital computers controlled flight control surfaces. European experience in Fly-by-Wire (FBW) application is now some 30 years old. With the entry into service of the A320, a new standard of FBW was defined in the flight controls and system integration.

The United States was lagging in these achievements. The Boeing Company embarked in an unprecedented journey to build a totally FBW controlled aircraft, completely designed and integrated by computer. The Boeing 777 is the first commercial aircraft manufactured by Boeing which employees a FBW Primary Flight Control System. Here we will provide an overview of the flight control characteristics and constraints for the Boeing 777 FBW aircraft.
Conventional primary flight controls systems employ hydraulic actuators and control valves actuated by cables that are driven by the pilot controls. The cable-controlled system is heavy and requires periodic maintenance. In a Flight by Wire (FBW) flight control system, the cable control of the primary flight control surfaces has been removed. Rather, the actuators are controlled electrically. At the heart of the FBW system are electronic computers sending signals to the control surfaces.
Fly-By-Wire (FBW) Primary Flight Controls have been used in military applications such as fighter jets for a number of years. It has been a rather recent development to employ them in a commercial transport application. The 777 is the first commercial transport manufactured by Boeing which employs a (FBW) Primary Flight Control System. The Airbus A320 and predecessors are examples of earlier systems developed in Europe. Many other aircraft were fully electronic with an electro-mechanical or electro-hydraulic backup.
Invention Secrecy Act Invoked
Someone discovered that there just may be a problem with this system of flight control. Boeing filed for a Patent to protect technology that they hope will keep any hijacking or jamming of the control systems in their 777 airliner protected. The Government immediately attached the Invention Secrecy Act to the Patent. It disappeared from the patent office online archives here.  
The Invention Secrecy Act of 1951 (Pub.L. 82–256, 66 Stat. 3, enacted February 1, 1952, codified at 35 U.S.C. §§ 181–188) is a body of United States federal law designed to prevent disclosure of new inventions and technologies that, in the opinion of selected federal agencies, present a possible threat to the national security of the United States.
The U.S. government has long sought to control the release of new technologies that might threaten the national defense and economic stability of the country. During World War I, Congress authorized the United States Patent and Trademark Office (PTO) to classify certain defense-related patents. This initial effort lasted only for the duration of that war but was reimposed in October 1941 in anticipation of the U.S. entry into World War II. Patent secrecy orders were initially intended to remain effective for two years, beginning on July 1, 1940, but were later extended for the duration of the war.

While many have pointed out that the Middle-East/Far-East are drifting to a more "Orwellian" world and the West is a more "Huxleyan" environ, the merger of the two dystopias is seemingly growing each day. As The Guardian previously notedHuxley's dystopia is a totalitarian society, ruled by a supposedly benevolent dictatorship whose subjects have been programmed to enjoy their subjugation through conditioning and the use of a narcotic drug -the rulers of Brave New World have solved the problem of making people love their servitude. On the Orwellian front, we are doing rather well – as the revelations of Edward Snowden have recently underlined. We have constructed an architecture of state surveillance that would make Orwell gasp.
The most striking parallel of course is that both men foresaw the future as totalitarian rather than democratic and free.
Both Big Brother’s world and the Brave New World are ruled by authoritarian elites of a basically socialist/communist nature, whose only real purpose is the maintenance of their own power and privileges.

We discussed this a year ago but it seems an opportune time - with the world's brainwashing and control accelerating - to revisit the two

Huxley's dystopia is a totalitarian society, ruled by a supposedly benevolent dictatorship whose subjects have been programmed to enjoy their subjugation through conditioning and the use of a narcotic drug – soma – that is less damaging and more pleasurable than any narcotic known to us. The rulers of Brave New World have solved the problem of making people love their servitude.

Which brings us back to the two Etonian bookends of our future. On the Orwellian front, we are doing rather well – as the revelations of Edward Snowden have recently underlined. We have constructed an architecture of state surveillance that would make Orwell gasp. And indeed for a long time, for those of us who worry about such things, it was the internet's capability to facilitate such comprehensive surveillance that attracted most attention.

In the process, however, we forgot about Huxley's intuition. We failed to notice that our runaway infatuation with the sleek toys produced by the likes of Apple and Samsung – allied to our apparently insatiable appetite for Facebook, Google and other companies that provide us with "free" services in exchange for the intimate details of our daily lives – might well turn out to be as powerful a narcotic as soma was for the inhabitants of Brave New World. So even as we remember CS Lewis, let us spare a thought for the writer who perceived the future in which we would come to love our digital servitude.
The two greatest visions of a future dystopia were George Orwell’s “1984” and Aldous Huxley’s “Brave New World.” The debate, between those who watched our descent towards corporate totalitarianism, was who was right. Would we be, as Orwell wrote, dominated by a repressive surveillance and security state that used crude and violent forms of control? Or would we be, as Huxley envisioned, entranced by entertainment and spectacle, captivated by technology and seduced by profligate consumption to embrace our own oppression? It turns out Orwell and Huxley were both right. Huxley saw the first stage of our enslavement. Orwell saw the second.

We have been gradually disempowered by a corporate state that, as Huxley foresaw, seduced and manipulated us through sensual gratification, cheap mass-produced goods, boundless credit, political theater and amusement. While we were entertained, the regulations that once kept predatory corporate power in check were dismantled, the laws that once protected us were rewritten and we were impoverished. Now that credit is drying up, good jobs for the working class are gone forever and mass-produced goods are unaffordable, we find ourselves transported from “Brave New World” to “1984.” The state, crippled by massive deficits, endless war and corporate malfeasance, is sliding toward bankruptcy. It is time for Big Brother to take over from Huxley’s feelies, the orgy-porgy and the centrifugal bumble-puppy. We are moving from a society where we are skillfully manipulated by lies and illusions to one where we are overtly controlled. 


The corporate state does not find its expression in a demagogue or charismatic leader. It is defined by the anonymity and facelessness of the corporation. Corporations, who hire attractive spokespeople like Barack Obama, control the uses of science, technology, education and mass communication. They control the messages in movies and television. And, as in “Brave New World,” they use these tools of communication to bolster tyranny. Our systems of mass communication, as Wolin writes, “block out, eliminate whatever might introduce qualification, ambiguity, or dialogue, anything that might weaken or complicate the holistic forceof their creation, to its total impression.”

The result is a monochromatic system of information. Celebrity courtiers, masquerading as journalists, experts and specialists, identify our problems and patiently explain the parameters. All those who argue outside the imposed parameters are dismissed as irrelevant cranks, extremists or members of a radical left. Prescient social critics, from Ralph Nader to Noam Chomsky, are banished. Acceptable opinions have a range of A to B. The culture, under the tutelage of these corporate courtiers, becomes, as Huxley noted, a world of cheerful conformity, as well as an endless and finally fatal optimism. We busy ourselves buying products that promise to change our lives, make us more beautiful, confident or successful as we are steadily stripped of rights, money and influence.All messages we receive through these systems of communication, whether on the nightly news or talk shows like “Oprah,” promise a brighter, happier tomorrow. And this, as Wolin points out, is “the same ideology that invites corporate executives to exaggerate profits and conceal losses, but always with a sunny face.” We have been entranced, as Wolin writes, by “continuous technological advances” that “encourage elaborate fantasies of individual prowess, eternal youthfulness, beauty through surgery, actions measured in nanoseconds: a dream-laden culture of ever-expanding control and possibility, whose denizens are prone to fantasies because the vast majority have imagination but little scientific knowledge.”

Our manufacturing base has been dismantled. Speculators and swindlers have looted the U.S. Treasury and stolen billions from small shareholders who had set aside money for retirement or college. Civil liberties, including habeas corpus and protection from warrantless wiretapping, have been taken away. Basic services, including public education and health care, have been handed over to the corporations to exploit for profit. The few who raise voices of dissent, who refuse to engage in the corporate happy talk, are derided by the corporate establishment as freaks.


The façade is crumbling. And as more and more people realize that they have been used and robbed, we will move swiftly from Huxley’s “Brave New World” to Orwell’s “1984.” The public, at some point, will have to face some very unpleasant truths. The good-paying jobs are not coming back. The largest deficits in human history mean that we are trapped in a debt peonage system that will be used by the corporate state to eradicate the last vestiges of social protection for citizens, including Social Security. The state has devolved from a capitalist democracy to neo-feudalism. And when these truths become apparent, anger will replace the corporate-imposed cheerful conformity. The bleakness of our post-industrial pockets, where some 40 million Americans live in a state of poverty and tens of millions in a category called “near poverty,” coupled with the lack of credit to save families from foreclosures, bank repossessions and bankruptcy from medical bills, means that inverted totalitarianism will no longer work.


The noose is tightening. The era of amusement is being replaced by the era of repression. Tens of millions of citizens have had their e-mails and phone records turned over to the government. We are the most monitored and spied-on citizenry in human history. Many of us have our daily routine caught on dozens of security cameras. Our proclivities and habits are recorded on the Internet. Our profiles are electronically generated. Our bodies are patted down at airports and filmed by scanners. And public service announcements, car inspection stickers, and public transportation posters constantly urge us to report suspicious activity. The enemy is everywhere.


“Do you begin to see, then, what kind of world we are creating?” Orwell wrote. “It is the exact opposite of the stupid hedonistic Utopias that the old reformers imagined. A world of fear and treachery and torment, a world of trampling and being trampled upon, a world which will grow not less but more merciless as it refines itself.”
Watching Aldous Huxley describe the world we have now a stunning 60 years ago is horrific...

US President Barack Obama arrived in Saudi Arabia Friday, trailed by leaks to the Washington media suggesting that the US government had decided to escalate its intervention in the civil war in Syria. Press reports cited the ongoing conflict with Russia over Ukraine as a key factor in impelling the White House to change course in its attacks on Syria, a key Russian ally.
The visit to Riyadh, the Saudi capital, is Obama’s first to the Middle East since his administration was forced to back away from threats to bomb Syria last September in the face of widespread popular opposition and significant divisions within the US political establishment and with major US allies.
Since then, members of the Saudi royal family have made blunt public criticisms of US policy, both in relation to the Syrian war and the ongoing nuclear talks with Iran. Obama’s visit was the latest in a series of US efforts to patch up relations and shore up the dominant US position among the oil-rich monarchies of the Gulf region.
Hours before Obama’s plane landed in Riyadh, the Washington Postpublished a commentary by its well-connected foreign policy columnist David Ignatius, headlined “Obama appears ready to expand covert assistance to Syrian opposition.” Ignatius, the son of a Vietnam-era secretary of the Navy who has close ties to top CIA officials, is a frequent conduit for communiqués from the military-intelligence apparatus.
The column begins: “The Obama administration, stung by reversals in Ukraine and Syria, appears to have decided to expand its covert program of training and assistance for the Syrian opposition, deepening US involvement in that brutal and stalemated civil war. This stepped-up assistance program is likely to be discussed during talks Friday between President Obama and Saudi King Abdullah.”
Citing “knowledgeable officials,” Ignatius gave an outline of the program as follows:
• Doubling the number of Syrian fighters to be trained at US-run camps in Jordan, northern Saudi Arabia and Qatar.
• Designating the Central Intelligence Agency, rather than the military, to run the training program and give it a “counterterrorism” focus, directed both at the Assad regime in Syria and the Al Qaeda-linked Islamic State of Iraq and the Levant organization.
• Giving US permission to Saudi Arabia to supply a limited number of anti-aircraft missile launchers, known as manpads, on a trial basis and with a remote shutdown mechanism installed, for use against helicopters and low-flying planes.
• Barring aid to three “rebel” groups: the Islamic State of Iraq and the Levant, Jabhat al-Nusra, and Ahrar al-Sham. Qatar, which has aided these groups, has agreed under US-Saudi pressure to stop doing so.
• Funneling assistance to rebuilding local police and border security forces in areas where the “rebels” have displaced the Assad regime.
Ignatius concluded: “The rationale, bluntly stated, is that to reach an eventual diplomatic settlement in Syria, it is necessary now to escalate the conflict militarily.”
This column was widely cited in press accounts Friday and its content was confirmed by an unnamed “US official” who spoke with the Associated Press. The AP report said Obama “is considering allowing shipments of new air defense systems to the Syrian opposition” and that “Saudi Arabia would be likely to cheer a decision by Obama to allow the portable missile launchers into Syria.”
The AP noted that this was a significant shift in the US position: “As recently as February, the administration insisted Obama remained opposed to any shipments of manpads to the Syrian opposition. The US has been concerned that the weaponry could fall into the wrong hands and possibly be used to shoot down a commercial airliner.”
The Wall Street Journal reported “Saudi hopes” that manpads would be authorized, and quoted an unnamed “senior administration official” who said, “We have been working for the last several months to increase our coordination with the Saudis and to more effectively distribute assistance to the opposition. The president’s trip comes in the context of this closer cooperation.”

Palestinian Authority Minister of Religious Affairs Mahmoud al-Habbash says Israel plans to demolish the al-Aqsa Mosque in al-Quds (Jerusalem).
“Israel is following a systematic, gradual plan supported by the Israeli government and protected by the Israeli army and its aim- I’m telling you is not to divide al-Aqsa - its aim is to remove the al-Aqsa Mosque,” al-Habbash said in an interview.

In recent months, Israeli forces and extremist settlers have stepped up their attacks on Palestinians visiting the mosque. This has led to violent confrontations between the two sides.

Israel has also imposed severe restrictions to prevent Muslim worshippers from entering the mosque.

On February 25, Knesset (Israeli parliament) discussed a plan to annex the site.

Palestinians have denounced the plan as desecration. They say it is part of the Israeli regime’s ongoing attempts to distort Arab and Islamic history.

Palestinians argue that al-Quds is the capital of a future Palestinian independent state, and that its heritage should remain intact.

Over the past decades, Israel has tried to change the demographic makeup of al-Quds by constructing illegal settlements, destroying historical sites, and expelling the local Palestinian population.

The al-Aqsa compound, which lies in the Israeli-occupied Old City of al-Quds, is a flashpoint. The compound, known to Jews as the Temple Mount, is the holiest site in Judaism. It is Islam’s third-holiest site after Mecca and Medina in Saudi Arabia

Google-owned YouTube hasn’t had a serious competitor for years. But Yahoo would like to try: The Web giant has been working on a plan to lure some of YouTube’s most popular stars and networks to show their stuff on the site, according to several sources close to the situation.
The strategy in the works — which Yahoo hopes to launch in the next few months — is aimed at taking advantage of persistent complaints by both video creators and owners, who think that they don’t make enough money on YouTube.
Yahoo CEO Marissa Mayer has been mulling how to have a much bigger presence in Web video. Under her leadership, the company tried and failed to buy France’s DailyMotion and has been pushing a number of other high-profile media initiatives, such as adding television news star Katie Couric to its site.
But creating an online video service is a much bigger deal and is not just conceptual — several industry sources say Yahoo has recently been approaching individual YouTube stars and some of the big networks now on the giant online video service.
The come-on? Yahoo executives have told video makers and owners that the company can offer them better economics than they’re getting on YouTube, either by improving the ad revenue or by offering guaranteed ad rates for their videos.
In addition, Yahoo has offered extensive marketing, even on its home page, as well as allowing video producers the ability to sell advertising along with Yahoo’s sales force.

Die türkische Regulierungsbehörde für Funk und Fernsehen (RTÜK) hat auf Weisung des stellvertretenden Ministerpräsidenten Bülent Arınç ein Berichterstattungsverbot über die bei YouTube eingestellten Audioaufnahmen verhängt, in denen sich der türkische Außenminister Ahmet Davutoğlu, Hakan Fidan, der Chef des Geheimdiensts Milli İstihbarat Teşkilatı (MİT), Generalleutnant Yaşar Güler und Staatssekretär Feridun Hadi Sinirlioğlu über ein direktes militärisches Eingreifen in den syrischen Bürgerkrieg unterhalten. Das, was sie dabei von sich geben, klingt wie aus einem Drehbuch zu einer türkischen Adaption der Serie House of Cards:

So meint Davutoğlu beispielsweise, Ministerpräsident Erdoğan habe ihm gesagt, man müsse Angriffe auf eine türkische Grabmalenklave in Aleppo als "Gelegenheit" sehen, und Fidan teilt mit, wenn nötig könne er einen Kriegsgrund herstellen, indem er vier seiner Männer von Syrien aus einen False-Flag-Raketenangriff auf türkisches Territorium durchführen lässt. Sinirlioğlu ergänzt, dass man einen Einmarsch in Syrien als Operation gegen die al-Qaida-Abspaltung ISIL darstellen sollte, um das "internationale Recht" auf seiner Seite zu haben. Dass das eigentliche Ziel eher die syrische Regierung oder Kurdenmilizen sein dürften, geht aus einer Äußerung Gülers hervor, der als Sofortmaßnahme eine Ausweitung von Waffen- und Munitionslieferungen an die syrischen "Rebellen" fordert.
Davutoğlus Außenministerium hat die Echtheit der Stimmen inzwischen bestätigt, spricht aber von einer "Manipulation", ohne genauer zu erläutern, ob und inwieweit durch diese ein falscher Eindruck des Inhalts der Gespräche entsteht. Obwohl die NATO der Türkei bei einem fingierten Angriff militärischen Beistand leisten müsste, gibt es zu den geleakten Geheimgesprächen bislang noch keinen Kommentar aus dem Nordatlantikpakt-Hauptquartier. Fragen dazu, was geschehen muss, damit ein Land gegen seinen Willen aus dem Verteidigungsbündnis entlassen wird, blieben bislang unbeantwortet.
Obwohl das Berichterstattungsverbot strafbewehrt ist, halten sich nicht alle türkischen Medien daran.Cumhuriyet verlinkte sogar auf die False-Flag-Leak-Clips, für die türkische Nutzer wegen der Sperre des Dienstes allerdings einen Proxy brauchen. Today's Zaman veröffentlichte Statements von Oppositionspolitikern, die meinten, die Regierung wolle die Türkei in ein militärisches Abenteuer verwickeln und versuche nun durch Zensur zu verhindern, dass die Welt von den geplanten "Kriegsverbrechen" erfährt. Am Samstagmittag war die Website der Zeitung nicht mehr erreichbar.

Russia “forced” by the sanctions to create a system independent from the Dollar.  
Russia announces that it will sell (and buy) his products and commodities – including oil – in rubles; not anymore in dollars
Putin has been preparing this move — the creation of a payment system in rubles completely independent and protected from the Dollar and the killer speculations of the big Western financial institutions — for a long time.
After sanctioning several Russian banks to punish Russia for Crimea, the Washington politicians were told by the financial power-to-be to step back because obviously, the Wall Street vampires understand that putting Russian banks outside the reach of their blood sucking teeth is never a good idea.
For Wall Street and the city’s financial services, countries like Russia should always have an open financial door through which their real economy can be periodically looted. So Washington announced that it was a mistake to enforce sanctions on all those Russian banks; only one, the Rossiya bank shall be hit by sanctions, just for propaganda reasons and to make an example out of it.
It is what Putin needed. Since at least 2007, he was trying to launch an independent Ruble System, a financial system that would be based on Russia’s real economy and resources and guaranteed by its gold reserves. No  tolerance for looting and financial speculation: A peaceful move, but at the same time a declaration of independence that Wall Street will consider as a “declaration of war”.
According to the Judo strategy, the sanction attack created the ideal situation for a “defensive” move that would redirect the brute force of the adversary against him.  And now it’s happening. Bank Rossiya will be the first Russian bank to use exclusively the Russian ruble.
The move has not been done in secret. On the contrary. A huge golden ruble symbol will be set up in front of bank Rossiya headquarters in Perevedensky Pereulok in Moscow “to symbolize the rouble’s stability and its backing by the country’s gold reserves,” the official agency Itar-Tass explains quoting the bank officials.  
In fact, the officials  are very clear on their intention to punish the western speculators that have been looting their country for a long time: 
“Russia, at its present stage of development, should not be dependent on foreign currencies; its internal resources will make its own economy invulnerable to political wheeler dealers.”
This is only the first step, declared Andrei Kostin, the president of VTB, another bank previously sanctioned: 
“We have been moving towards wider use of the Russian rouble as the currency of settlement for a long time. The ruble became fully convertible quite a long time ago. Unfortunately, we have seen predominantly negative consequences of this step so far revealed in the outflow of capital from this country. The influx of foreign investments into Russia has been speculative and considerably destabilizing to our stock markets.”
According to Itar-Tass, Kostin was very precise and concrete:
“Russia should sell domestic products – from weapons to gas and oil – abroad for roubles and buy foreign goods also for rubles….Only then are we going to use the advantages of the rouble being a foreign currency in full measure.”
Putin himself lobbied for the new siystem in meetings with members of the Upper House of the Duma, the parliament, on March 28, overcoming the last doubts and indecisions: “
“Why do we not do this? This definitely should be done, we need to protect our interests, and we will do it. These systems work, and work very successfully in such countries as Japan and China. They originally started as exclusively national [systems] confined to their own market and territory and their own population, but have gradually become more and more popular…”
