Executive Order -- Providing for the Appointment in the Competitive Service of Certain Employees of the Foreign Service

By the authority vested in me as President by the Constitution and the laws of the United States of America, including sections 3301 and 3302 of title 5, United States Code, and section 301 of title 3, United States Code, it is hereby ordered as follows:
Section 1. Policy. The Federal Government benefits from a workforce that can be recruited from the broadest and deepest pools of qualified candidates for our highly competitive, merit-based positions. The recruitment and retention of workforce participants who serve in the Foreign Service of the Department of State under a Limited Non-Career Appointment under section 309 of the Foreign Service Act of 1980, Public Law 96-465 (22 U.S.C. 3949), as amended, are critical to our ability to meet consular staffing levels (now in substantial deficit) and thereby enhance our capacity to meet high national security standards and efficiently process visas in accordance with our policy of "open doors, safe borders." Program participants undergo a rigorous merit-based evaluation process, which includes a written test and an oral assessment and to which a veteran preference applies, and develop advanced- to superior-level skills in languages and in cultural competence in particular regions, skills that are essential for mission-critical positions throughout the entire Federal workforce.
Accordingly, pursuant to my authority under 5 U.S.C. 3302(1), and in order to achieve a workforce that represents all segments of society as provided in 5 U.S.C. 2301(b)(1), I find that conditions of good administration make necessary an exception to the competitive hiring rules for certain positions in the Federal civil service.
Sec. 2. The head of any agency in the executive branch may appoint in the competitive service an individual who served for at least 48 months of continuous service in the Foreign Service of the Department of State under a Limited Non-Career Appointment under section 309 of the Foreign Service Act of 1980, and who passes such examination as the Office of Personnel Management (OPM) may prescribe.
Sec. 3. In order to be eligible for noncompetitive appointment to positions under section 2 of this order, such an individual must:
(a) have received a satisfactory or better performance rating (or equivalent) for service under the qualifying Limited Non-Career Appointment; and
(b) exercise the eligibility for noncompetitive appointment within a period of 1 year after completion of the qualifying Limited Non-Career Appointment. Such period may be extended to not more than 3 years in the case of persons who, following such service, are engaged in military service, in the pursuit of studies at an institution of higher learning, or in other activities that, in the view of the appointing authority, warrant an extension of such period. Such period may also be extended to permit the adjudication of a background investigation.
Sec. 4. A person appointed under section 2 of this order shall become a career conditional employee.
Sec. 5. Any law, Executive Order, or regulation that would disqualify an applicant for appointment in the competitive service shall also disqualify a person for appointment under section 2 of this order. Examples of disqualifying criteria include restrictions on employing persons who are not U.S. citizens or nationals, who have violated the anti-nepotism provisions of the Civil Service Reform Act, 5 U.S.C. 2302(b)(7), 3110, who have knowingly and willfully failed to register for Selective Service when required to do so, 5 U.S.C. 3328(a)(2), who do not meet occupational qualifying standards prescribed by OPM, or who do not meet suitability factors prescribed by OPM.
Sec. 6. The Office of Personnel Management is authorized to issue such additional regulations as may be necessary to implement this order. Any individual who meets the terms of this order, however, is eligible for noncompetitive eligibility with or without additional regulations.
Sec. 7. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:
(i) the authority granted by law to an executive department, agency, or the head thereof, or the status of that department or agency within the Federal Government; or
(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

Svalbard – How the Elite Plan to Survive an Engineered Extinction Event

The Svalbard seed bank, set like a concrete monolith in the minus 4 degree Celsius permafrost of a mountain on a remote island in the Svalbard archipelago between mainland Norway and the North Pole, shouldn’t determine the fate of our agricultural future. Though the remote bank has collected 860,000 seed samples from around the world, with the latest withdrawal being made from war-torn Syria, what are the true intentions behind a bank said to, “preserve as much of the world’s crop diversity as possible,” while seed supplies around the world are being monopolized by a few corporations, and indigenous, thousand-year old seeds are being wiped out by genetically modified versions?
Svalbard’s investors, including the Bill and Melinda Gates Foundation, the Rockefeller Foundation,Monsanto, Syngenta, and other biotech interests tout this ‘seed saving’ monolith while simultaneously ravaging seed diversity, along with state laws throughout the US, and elsewhere on the globe, that prevent small farmers and gardeners from saving and sharing seed.

Endangered Seed

Currently, there are at least 100,000 global plant varieties endangered in the world. Extreme weather events, over-exploitation of ecosystems, habitat loss, and the cross-pollination of seed by genetically altered, terminator seed, contribute to the problem.
You could look at seed saving and seed sharing like open-source education. If you really want to democratize the flow of knowledge and information, you make it free, and offer it online, as many Universities now do. No one institution holds the entire knowledge on mathematics, art, literature, spirituality, or any other subject. Just as in nature, we require diversity of thought so that we don’t become automotons repeating a single, well-crafted agenda created by a handful of people.
Many farmers groups, non-profits, and governments are attempting to conserve seed diversity in their own communities, with more than 1,000 known seed banks, collaboratives, and exchanges around the world, but this time-honored tradition of seed saving is butting up against some very serious obstacles, which I’ll name in a moment.
Moreover, while the Svalbard seed bank seems to pass an initial sniff test, a little deeper digging can reveal other questions that many should be asking about such an expensive adventure in ‘protecting agriculture.’
Cary Fowler, senior adviser to the Global Crop Diversity Trust and the Svalbard seed bank, states,
“SSE’s seed bank and the Seed Vault are similar in many ways. Both primarily func­tion as an insurance policy for other forms of conservation. In the case of SSE, that would be varieties grown yearly by gardeners. With the Seed Vault, its seed samples held by seed banks, such as the Dutch, Philippine, or Kenyan national facilities, or SSE. The Seed Vault, however, was physically built to last as long as anything on earth. Its location is obviously remote, which adds to its security. Svalbard is under Norwegian sovereignty, which reassures many, and it was no small matter that Norway offered to pay the entire cost of construction.”
Fowler also argues that the age-old habit of seed sharing by farmers and gardeners poses too great a risk for Svalbard not to to exist, but while he dismisses ‘conspiracy theories’ around Svalbard’s true purpose, he has yet to address that those theories are not the rhetoric of ‘rabid dogs’ as he suggests.Many US states have made it illegal for gardeners and seed libraries to share seeds without a permit.

The Criminalization of Seed Sharing

Even more alarming is the European Union’s recent move to ban all heirloom seed and criminalize the planting of seeds not registered with the government. The European Commission,
“. . .regulates the marketing of plant reproductive material of agricultural, vegetable, forest, fruit and ornamental species and vines, ensuring that EU criteria for health and quality are met. EU legislation applies to genera and species important for the internal market and is based on:
Registration of varieties or material;
Certification or inspection of lots of seed and plant propagating material before marketing.”
Many are concerned that the EU Commission will not enhance agriculture with the Plant Reproductive Material Law, but give more control to the handful of agriculture corporations which are already monopolizing the world’s seed. The draft text of the law reads such that the act of passing seed from one generation to the next would be a criminal act.
Another example of the laws which prohibit the free and unencumbered sharing of seed includes the state of Minnesota’s seed law. It is broad enough that it essentially prohibits gardeners from sharing or giving away seeds unless they buy an annual permit, have the germination of each seed lot tested, and attach a detailed label to each seed packet. This would obviously be a time-sucking, financially draining practice for most gardeners and small farmers, yet the Minnesota Department of Agriculture recently told seed libraries that they can’t distribute free seeds to gardeners unless they buy a permit and provide detailed labeling, even though the libraries aren’t selling the seeds, and only sharing them freely. The penalty for violating this law is a fine of up to $7,500 per day.
This is an example of just one law in a single state, but laws like these can be found in around 30 percent of states in the US.

Who Owns the World’s Seed?

This is even more alarming considering that just ten corporations now control 70-90 percent of all the seeds cultivated on this planet. These are:
  1. Monsanto – 27% of market share
  2. DuPont  -17% of market share
  3. Syngenta – 9% of market share
  4. Groupe Limagrain
  5. Land O’ Lakes/Winfield Solutions
  6. KWS AG
  7. Bayer CropScience
  8. Dow AgroSciences
  9. Sakata
  10. DLF-Trifolium A/S
As Mother Earth News suggests, rather than imposing laws that uproot the age-old practice of seed sharing, governments, should be nurturing the free exchange of locally adapted seeds. But then, this would put the power back in the hands of people, small groups, and widely varied indigenous agricultural knowledge, not a few power-hungry, seed monopolizing entities known for destroying the very lands they claim to want to protect, and fomenting wars within the ISIS-cabal matrix.
Additional comments by seed saver Cary Fowler hint at the small farm disadvantage that these seed monopolies have created:
Keep in mind that many of the sam­ples held in Svalbard are of variet­ies no longer grown by farmers. In situ, or on-farm, conservation is not a realistic conservation option for these. Moreover, as we know, that form of conser­vation has its own set of risks. So, it is vitally important that all our different conservation efforts, whether in the garden or in the seed bank, be supplemented by a facility such as the Seed Vault.
The cost of conserving crop diversity is remarkably low relative to the massive benefits it brings. After all, we’re talking about the foundation of our food.”  (Source)
Imagine for a moment what would happen to the global seed supply if Syria were the rule, instead of the exception. As National Geographic attests.

Problem-Solution Tactics

“Thanks to Syria’s civil war, the region’s primary seed vault in Aleppo has been forced to operate in a limited fashion, amid fighting that has left several hundred thousand dead and forced an estimated 11 million to become refugees. As ISIS controls part of Syria and refugees stream across Europe, destruction of antiquities and infrastructure continues.”
As smaller seed sharing communities are wiped out by organized war, weaponized weather, electromagnetic abnormalities caused by geoengineering and other programs, and false flag events of every kind, more people would be forced to turn to the current seed monopolizing governments and corporations holding out in their permafrost fortress in Svlabard. If you want to live – and eat – afterWWIII, you’d have no choice but to be under the total control of these few entities.

The Plausible Deniability of Genetic Diversity

Carey Fowler swears that Svalbard was built to promote genetic diversity, not uniformity, but that claim hardly stands up to scrutiny when you look at what its investors have already done to damage natural genetic diversity in the world’s crops.
For example, La Via Campesina, a farmers’ movement of 150 organizations from 70 countries, has grave concerns about protecting biodiversity. In its statement to those gathered in Bali for the United Nations treaty on plant genetics, the organization urged treaty drafters to reevaluate the legal framework that allows seed patenting and the spread of genetically engineered crops, like those that Monsanto, Syngenta, and Dow cultivate. All three of these companies were investors either directly or indirectly in Svalbard.
Additionally, most of the crops that were ‘developed’ in the last 40 years were to facilitate a mechanical harvest and easy shipping, meaning varieties of tomatoes and other fruits have been developed that were harder and tougher — often at the expense of other qualities, such as taste. This same process has occurred with numerous crops. The biotech industry isn’t protecting seed diversity, they are enhancing the mechanized, post-industrial vision of cheap, tasteless, nutritionless food, but Svalbard could point to something even more sinister than this. It is called the ‘doomsday seed vault’ for a reason.

Extinction Events

Carey Fowler suggests that the Svalbard Seed Bank has ‘put an end to the extinction of crop diversity,’ when asked if the seed vault is thus far a success, but also admits there will always be seed diversity that is not contained within the bank.
To give a specific incidence of Svalbard’s financiers handy-work,
Corn has been carefully tended in Mexico for eight millennia and environmental conservationists report that thousands of peasant varieties are still grown throughout the country. With an estimated 75 per cent of the planet’s biodiversity vanished as of 1995, Mexico’s heterogeneous corn fields are a rare vestige of the age prior to the “Green Revolution” era that is responsible for the artificially and unhealthily homogenous industrial agriculture that is prevalent now.”
This is just one type of crop in one country. Monsanto almost single-handedly wiped out eight thousand years of genetic diversity developed by Mother Nature with a handful of their genetically modified corn varieties.
Additional supporters of Svalbard, Bill Gates and the Rockefellers are known population control artists who have altered our environment in a number of drastic ways to “maintain humanity under 500,000,000 in perpetual balance with nature,” as stated plainly on the Georgia Guidestones. Svalbard is the grisly fall-out plan B, for a multi-point roll out of death technology meant to cull the masses. It isn’t meant to save us, or our seed. We are nothing more than guinea pigs for their biological/medical experiments.
This is a form of genocide, meant to protect only the elite few who believe they have a special duty to develop a transhumanist society. What better way to control the handful of humans left on the planet after complete annihilation than to utterly control their food?
Welcome to the New World OrderSvalbard is only one ‘doomsday’ vault in a multi-faceted plan to create doom overall. Protect your seed. Don’t give governments or corporations (who control our governments) the right to take your seed sovereignty. This is your right to life.

Is This Why Researchers Can’t Solve Rising Suicide Rates?

(ANTIMEDIA) Suicide rates continue to rise in the developed world and beyond. Despite the fact billions of dollars are spent on health systems for suicide alone, the trend has failed to reverse itself.
Suicide is misunderstood because a medical model is being applied, meaning doctors are incorrectly treating it as an illness of the mind, argues Professor Said Shahtahmasebi, Director of the Good Life Research Trust Centre and editor ofDynamics of Human Health. Shahtahmasebi has conducted years of research to try to better understand suicide trends and find an effective prevention model. Utilizing his grassroots, community-empowering model, one region in New Zealand went from having one youth suicide a month on average to having two suicides in an 18-month period.
In light of the fact suicide rates are unacceptably high (New Zealand has the highest rate of teen suicide in the developed world), Anti-Media asked Professor Shahtahmasebi why suicide rates have increased despite a redirection of massive resources to mental health services.

AM: In your opinion, what are some of the underlying problems with the way suicide is being treated?

Over the last 20 years, I have repeatedly challenged the conventional wisdom about suicide, emphasizing that suicide rates follow a cyclical pattern (the sequence of downward and upward movements of suicide rates). Instead of concentrating efforts on breaking the cycle, decision makers, mental health services, and researchers claim credit for lowering suicide rates when the cycle is on the downturn, then demand more funding to continue with the same services. But when the cycle is on the upturn, they claim suicide is a very complex issue with many socio-economic and environmental risk factors and that they, again, require more funding to extend the same service to more people.
This may be fine the first time. However, after many decades of research and psychiatric intervention, the reality is that suicide prevention is really more of the same, with an approach centered around looking for signs of mental illness and then referring individuals to mental health services. But each year, the strategy of ‘more of the same’ is costing more in terms of both lives lost and monetary burden.
Suicide is not a mental health problem. Not many people with mental illness or depression commit suicide, but some suicidal people undergoing psychiatric intervention do. Current estimates suggest about one-third of all individuals who have killed themselves had previous contact with mental health services but still went ahead and completed suicide.
On the other hand, between two-thirds and three-quarters of all people who end their lives have no contact with mental health services, which means we don’t know anything about their state of mind. Further, psychological autopsy studies linking mental disorder to suicide have been challenged and discredited.

AM: So how can psychiatrists and politicians still claim suicide is the result of mental illness?

A study [pdf] I conducted in 2003 using patient records from a psychiatric/mental health hospital showed that out of those who sought psychiatric help and completed suicide, only 16 percent had depression recorded as a diagnosis or had it mentioned somewhere in their medical notes. Thirty-three percent had a different classification, including schizophrenia, alcohol or drug abuse, paranoia, or personality disorder, and 17 percent had “other.” Astonishingly, 33 percent did not have a diagnosis at all.
Therefore, about 50 percent of the patients had no mental illness diagnosed at the time of suicide.
The research suggests that psychiatrists and politicians can no longer claim that suicide is the result of mental illness.

AM: So what is actually known about those cases who had no contact with health services?

The whole notion of ‘look for signs of mental illness and refer’ to prevent suicide defies logic and is counter-intuitive.
First, it assumes that only people with a mental disorder commit suicide. This is not true. Second, this method ignores the majority of people who may be suicidal and in need of help. Third, by associating suicide with mental illness, people who experience suicidal thoughts or behavior potentially avoid seeking help. Fourth, if signs are detectable, then prevention has failed, and it is time for effective interventions. Fifth, psychiatric intervention has failed to prevent a large proportion of all suicide cases who were referred to mental health services.
For example, official government documents show that in New Zealand, prescriptions for antidepressants have more than quadrupled since 1997, yet the suicide rate has continued in a cyclic upward pattern, now reaching an all-time high of 579 this year.
If mental illness is the cause of suicide, shouldn’t we be observing a continual reduction in the number of suicides given the amount of resources being put towards mental-health-based treatments and the increase in antidepressant use?
So it is not only ‘more of the same’ in suicide prevention action plan but also ‘more of the same’ in rhetoric: at every cyclic upturn, ministers and their ‘experts’ claim suicide is ‘unacceptably’ high and that mental health services must be strengthened.
‘More of the same’ is symptomatic of a lack of accountability.

AM: How does your proposed model differ from the current status quo?

The philosophy of preventing suicide through mental health intervention is no longer tenable. Psychiatric research declaring mental illness the cause of suicide has been challenged and discredited. In a recent publication, the World Health Organization (WHO) lists mental illness causing suicide as one of the many myths, and as a result, they have modified their guidelines.
There is no doubt that mental health services must be supported effectively to deliver efficient services and to improve health outcomes. However, mental health services cannot prevent suicide.
The problem is exacerbated by an uncritical media that pushes the medical model and refers to proponents of the medical model as the “experts.” The truth is that we do not understand suicide because all of our efforts have been focused on treating mental illnesses that may or may not exist.
In other words, if an individual is referred to mental health services (whether they are self-referred because of a suicide attempt or by a health professional), the intervention looks to establish a mental disorder, such as depression, for which medication can be prescribed. So, in the process of treatment, ‘suicide’ per se is effectively taken out of the equation and ignored, and a completely different issue is treated as a result of the misdiagnosis. Treating a condition that does not exist explains the reason why a significant proportion of all suicide cases who received psychiatric treatment went through with suicide (about one third).
Through the process of raising research funds, I realized several points. Firstly, it is futile to wait for the government to take the initiative and act in the interest of the public. Secondly, suicide prevention does not require major funding and can be operationalized with few resources. Third, uncritical and flawed suicide information is contributing to misinformation in the public domain. Fourth, so long as suicide prevention remains highly politicized, ‘more of the same’ is the only suicide prevention action plan available to the public.
In order to achieve a change in direction, suicide prevention must be de-politicized. A sure way of achieving this is to engage the public. This can be achieved by providing the public with quality and appropriate information about suicide and human behavior.In 2010, our grassroots approach to suicide prevention was rolled out in the Waikato and Kawerau in New Zealand through a series of training workshops. The philosophy behind the grassroots approach is that we, the public, cannot wait for signs of mental disorder to manifest and then seek psychiatric intervention. The aim is to prevent people getting to the stage where they feel that suicide is a viable option.
A couple of very important outcomes from the workshops were: first, we received many personal comments from suicide survivors (parents who had lost a loved one to suicide). By teaching them about adolescent development and adolescent behavior, we were providing them with alternatives to dealing with their teenaged children. For example, it’s no use telling a teenager to pull themselves together or that there are plenty more fish in the sea when they are going through a break-up because, at that point in time, the break-up means everything to them. Showing sympathy and empathy have been proven to be far more effective. Because of this, many personal comments came our way along the lines of: “Had they known this information then their loved one would probably be alive today.
Second, participating communities formed suicide prevention groups enforcing prevention rather than intervention. The groups developed locally-based suicide awareness activities designed to inform and to prevent.
As I previously explained in a 2013 article:
For the approach to be successful it had to address the needs of the participating communities as perceived by them. The frontline health workers that we contacted indicated their greatest need was for information, training, and for upskilling in order to be able to deal with youth and adolescent issues. The resulting outcome was a pilot project offering training workshops.
The frontline health workers organized the community workshops including locating venues, facilitating publicity, and inviting local dignitaries and other community members (e.g., police, teachers, social workers, counselors, young people, and the general public). The project intended to empower communities to plan and make decisions at the family and community level by increasing their awareness of adolescent issues. In this context, the role of the researchers was to facilitate training workshops and basically play a support and mentoring role. All the community projects and activities that followed were designed and developed at the grassroots level by the communities themselves.”
The frontline health and social workers in the participating communities reported that suicide — youth suicide, in particular — had substantially declined. This is a trend that continues to the present date.
The communities also have reported that they are much more confident in engaging in problem situations and preventing them from becoming suicide crises.
The workshops were also funded through local institutions and charitable trusts, a Fulbright grant, frontline workers, and volunteers. Attendees included social workers, mental health frontline workers, police, coroners, psychiatrists, GPs, teachers, church representatives, youth, the general public, and suicide survivors. Unlike the medical model, the grassroots approach is an inclusive strategy.
I guess the concluding message is that if the public is sick of ‘more of the same’ suicide intervention strategy, then the grassroots must mobilize and take action… after all, it is the grassroots who know their communities better than the ‘experts’ or government decision makers.

The ugly truth is, not all Knights Templar are human.
